No it is normal, those DD hubs have no freewheel, they are a bugger without power.
To recommend a controller kit we need to know the continuous current the battery can sustain and not the peak current.

Thanks neath seller just got back to me and said he is refusing to refund if kit is not how he sent as I changed battery connections grrrrrrrr but I have just disconnected the motor phase wires and wheel spins freely so I'm thinking controller may have give but is only been in use for 1 week .
