Help! Kemp Starley problems

Umm hey everyone. I'm an owner of Kemp Starley Harrow bike. I'm a woman so the only thing I knew about bikes before getting it was how to pump the wheels I got it from my neighbor, she decided she's too old to use it anymore so I only need to refurbish the battery and do some basic maintenance on it. It's been 2 years since I'm using it pretty intensively and I already changed the motion sensor once, a year ago. Now it looks like it has the same issues as the last time, engine started to act out and it worked spontaneously, now it completely stopped working even with fully charged battery. The thing is that if I press "walk" on the control panel the engine starts working, exactly like it happened last year, BUT the red dot from the sensor is shining so correct me if I'm wrong, but the sensor is working fine? Before I spend more money fixing it I would like to know if I'm right :)
Also something weird happened to the control panel because it shows the battery is fully charged even if it's empty, but will new panel fix that problem or is it something more than that?

The sensor LED should be off , it should only blink as each magnet passes the sensor head. One needs to confirm when the cranks/pedals are rotated as to whether the LED blinks on/off or if it remains permenently lit.
It is hard to fault from a distance though it isn't unheard of dispalys that often go wrong due to moisture ingress or condenstaion that causes shorting internally.

I live in the Netherlands so you might be right about the moisture, sounds like buying new panel should fix it, thanks.
As for the sensor, I've checked it and it looks like on the photo all the time when the battery is on, nothing changes when I move the pedals tho, the light is permanently on.

If the LED is permanently lit then there is an issue with it, a short or bad wire causing the issue. The LED lights up when it recieves a magnet signal as each one passes.

Are you sure? Cause I know even when it was working perfectly fine the light was always on...
