45km/h is likely, as the S probably means speed pedelec. But not a bicycle in UK law.

I managed nearly 34mph riding a Kalkhoff S with bosh drive some 10 years ago on a test ride.
Said bike is still in use by it's owner.

I still have one of the original 2008 Pro Connect S bikes. It assists to about 21mph.
I also have a 36v 2014 model that assists to about 24mph and is a lot more powerful than the older 26v bike.
Both have the excellent Panasonic motors.
