They insisted on the small size gents (49 cm) Hope they were right.Frame sizes of continental bikes with spring seatposts can be difficult to recommend, but I was judging from my experience with a 53 cm and an inside leg 3.5" less, where I could only just cope by fitting a rigid seatpost. With the sprung seatpost taking up two inches of your extra inside leg measure, 1.5" will be spare for your preferences.
Therfore I still think you'll probably be ok with the 53 cm, but much depends on how much you like to have your foot down at rest. I'm happy just with toes down, but others prefer to have a flat foot on the ground.
Evans are playing safe for safety reasons, foot flat on the ground capability, sensible from a dealer point of view, given people can sue in the event of an accident.
