Is it legal to carry a passenger?

The European Union
In France passenger under 12 years old. If you aren't being a hooligan the police look the other way when two adults are on a bike.

This is for an ordinary bike without a seat for a passenger, a cargo bike is a whole different story even though they did not exist when that bit of French law was written.

Legal in the UK if the bike is constructed or adequately equipped for that purpose.

Remember the good old days when you didn't care and fitted trick nuts to carry your mates and nobody ever said anything and you didn't care anyway? Maybe I'm getting old but today's people think everything should be sugar coated or banned

The Dutch carry passengers in every way possible, including standing and even no hands on.

I loved giving "backas" on my BMX Stunties. Doing it on a MTB with just them on the seat and you standing is terrifying. A strong pannier with cushion and some stunt pegs would be a practical solution, as for legality the only time I ever seen someone get told off was 3 yobs riding one bike, one on the bars, one on the pedals, one on the seat. If they had a rack they probably would have went for 4. Shows how strong modern rims are
