Nope you need to be a trader

It's dead expensive! By joining ACT (Association of Cycle Traders) you can take advantage of some cheaper access but ACT membership isn't trivial.
What scale of hire are you considering?

If you're only considering hire then there's no sense in joining ACT. Go straight to Butterworth and Spengler for a quote (good tip Hech).
