The downloaded maps work without a connection, but I'm not sure that navigation works without a connection.

The actual navigation works from the devices inbuilt compass and gps signals.

Its only the maps that need a connection. Unless, as has been well covered , you use an app or service that downloads and keeps the maps offline (as in saved on your phone.
