I suppose if you don't ask you don't get. In all fairness the amount of drivers that are blissfully unaware of the new highway rules is high.

I was not aware, until recently that a driver must check & stop if YOU pass, or start to pass on the inside if they are turning left, regardless of their signal intent, and wait for you to pass and finish, although I would advise against this.
