You don't need a pipe bender. Those clips have rubber on them, so they should grip OK. Use them instead of wrapping flattened tube around the frame. You need to choose ones with the right diameter for your frame - I guess about 15mm, but you should measure the frame. If they still slip down, put a couple of these underneath to stop them sliding:
