The police in Sweden are quite laid back and generally will ignore it, unless the rider does something to really **** them off.

People there ride all sorts of stuff around with plates and without plates where they shouldn't.

You can legally ride a petrol moped (class 2) around without plates, even on shared cycle paths so long as you don't go above 25 kph...but of course many are derestricted to go faster. Then there are plenty of kids going around on class 1 mopeds with plates on cycle lanes at 30+ mph and no one will do anything.

Bigger rear wheel (for more speed?) means brakes not meeting rim. And that noodle wire is in danger of catching on the 29er?

Could those v-ees be used with a straddle wire, or use cantilever brakes?

How about using motor chain on biggest sprocket of 7speed cluster (with a tensioner to keep it in check) and limit the pedal chain to the first 5 gears only (if its a 7sp)? Then he's got pedals to start and then feet up on pegs for an easy life! :)
