I immediatly realised it would not have been you, as in the picture there was no carrier bag hanging off the right side of the handlebar.

I'm guessing that pic is of the ride leader in a 'supported tour' where your luggage gets carried to your camp site every night.

I sometimes meet people touring, and JOGLE/LEJOG folks.

Met 2 strong lads from Hull a few weeks ago, they were 100 miles in to JOGLE and realised that carrying all the kit in large rucksacks and not on racks on the bike, wasn't the wisest move
