If it's a 790 led handlebar unit, my educated guess is that it has got moisture in it.

It may dry out using a hairdryer, but they are pretty inexpensive to replace if not.

That said it would pay to revisit anything you disconnected or touched when replacing tyres.

If you removed the wheels you will have disconnected the motor wire, check the wire joint is pushed together fully and the arrows on both parts align.

On the '790' unit, the hi and low lights flashing is a 'brake level' fault and most likely is due to switches on brake levers sticking or brake lever not fully returning to normal position. You can disconnect these to see which is faulty and bike will work. But check first that you put back the brake properly and lever is in normal position.
Other codes for the record are,
Light CombinationDefinition
indicator light flash(LOW level)abnormal current level
indicator light flash(MED level)abnormal throttle level
indicator light flash(LOW+MED level)motor phase level
indicator light flash(HIGH level)Motor hall signal level
indicator light flash(LOW+HIGH levels)brake level
indicator light flash(LOW+MED+HIGH levels)Abnormal communicationlevel

Good information. As we have 2 bikes with the same display, I will note this for the future.

Just another point, there is an older analogue 4 wire version of the 790 display fitted to other bikes that works differently i.e. no alarm codes. To see if you have the newer 5 wire digital 790 display, pull the brake levers before switching the bike on and the brake alarm lights (hi+ low) will flash on display and stop when brakes are released.
