I would firstly decide on the pannier arrangement/size then once this is on the bike decide on battery layout, no use sorting battery lay out if doesn't fit.

I will attempt to make a cardboard box about as large as I think i can steer, then later see how that compares to the units and shapes that are known to be possible to build out of cells. Which I'll have to ask.
