I've always understood that the seller has the right to determine whether returns are at the buyers or sellers expense, but since most specify that in advance of a sale, perhaps that advance notice is a legal requirement.

One way to solve the "local support" problem would be for the electric bike retailer to liaise with a local bike shop. The paragraph below is taken from the Electric Transport Shop's website, but there's nothing to stop other pedelec distance-sellers to set up a similar system.

If you require local help to assemble your bike or to carry out maintenance on your bike we are happy to liase with your preferred local bicycle shop to ensure you get the service you need. Any charges incurred in using a local bike shop will be met by you the customer. It is possible that we already have an agreement with a bicycle shop in your area.

Perhaps a relevant example of an advance statement on return policy is that provided by Electric Transport Shop itself:

RETURNS & REPAIRS
TETS adhere to the Distance Selling Regulations, which are designed to protect you when buying items by Mail Order. We offer a flexible 7 day returns policy and are happy to accept items back for a refund or exchange if you have a change of heart, if you've ordered the wrong things, if the items are damaged or faulty upon receipt or you simply don't like what you've ordered. Refunds for unwanted items are subject to a minimum processing fee of £20.00. (This charge will appear on your invoice as a handling fee)


RETURNING AN ITEM FOR REFUND OR EXCHANGE
It is advised to contact us before you make a return.
Goods must be returned within 7 days of receipt.
Goods must be in original packaging.
Goods must not be fitted or used.
The customer is responsible for meeting the return postage costs. We can arrange our courier to collect the bike from you. The charge for this is £30 and must be met before our courier is instructed. I doubt if their minimum processing fee conforms to the mandatory requirements of the Distance Selling Regulations.

I referred to the return of defective bikes within the statutory guarantee period
This is one of the reasons why buyers are often asked to use local bike shops for repairs and then refunded the repair costs.

Here is another extract from Electric Transport's terms and conditions regarding return of an item during the contractual guarantee period:

If an item needs to be returned outwith the 7 day cooling-off period for any reason whatsoever then the customer is responsible for getting the item to our premises. This includes meeting the packaging and postage (courier) costs. We can arrange our courier to collect the bike from you for a charge of £30 and this must be met before our courier is instructed to collect.

This is more or less what one would expect from most mail order/internet sellers, and I doubt if anyone who collects an item in person can claim a refund of his train or bus fare if he has to bring the item back to the shop for a guarantee claim.

The Salisibury was my second choice, it's not quite as 'stylish' and the battery is 26v 10.5ah rather than 36v 10ah not being a techie what would the impact of this change be on the behaviour of the motor.
One reasonably effective way to compare likely range is to look at the relative watt hour capacity of the batteries. In this case, the 26V 10.5Ah battery has a capacity of 273Wh (26 x 10.5) and the 36V 10Ah battery has a capacity of 360Wh (36 x 10). Generally speaking, more watt hours means more miles, but this has to be tempered by the fact that more volts often means more speed, and more speed may be achieved at the expense of range.

This method of comparing battery capacity only really works for batteries of the same type. For example, a 36V 10Ah lithium battery will have a usable capacity of close to 360Wh, but a 36V 10Ah sealed lead acid battery might only have a usable capacity of about 2/3rds of this value.
