In principle you can. Basically a 36 volt 500 watt motor means a motor with a 36 volt battery and 14 amp controller. Changing the controller to a 20 amp one means that motor becomes a 700 watt one. Not knowing which motor it is I cannot say absolutely it will not overheat, but if it's the usual Suzhou Bafang type of internally geared hub motor, it should be ok.

eZee are now manufacturing a 25amp controller for the North American market, but I think their current 20amp one is quite adequate for Europe.
