It doesn't need to be legal. When the 'flying squad' charge you with some motoring offence, you'd go to court and plead insanity. No jury would then convict you.

It's an aircraft and the rider needs a pilots licence, just as a hovercraft pilot needs a pilots licence.

it has rc jet turbines so the sheer amount of noise would make it pointless and the run time limited also makes it non viable as a product.

No I believe it is very viable as a niche product. A 10 minute flight time imagine a line of soldiers coming at you at 50 miles per HR and extremely agile, or on shore rescue or maybe towlines between ships. Limited uses and unlikely to beat the traffic jams through London.
