Ebike motor bot kicking in

I have a basis beacon ebike. The battery is charging. The control panel comes on . When you pedal motor doesn't kick in. Been in garage all winter unused. Can anyone advise?

Two easy checks:
1. The motor connector must be all the way to the line. See here 1:40 to 2:20
2. Check that the magnet disc located behind the chainwheel is rotating when you pedal, and that there is an even 1mm gap to the sensor. If the gap is too big, wiggle the disc closer.

I'm assuming that you don't have the LCD on level zero that gives zero power.

One expects the PAS set up has been moved / knocked whilst being stored.
To confirm everything eles works depress the walk assist to activate the bike , usually the down pad needs to be constantly depressed. .

Though not the cause of your PAS not working the
motor is fitted up side down , it needs removing from the drop outs and rotating 180 degrees, reason being is that currently moisture can track down the motor cable in to the motor . Once that starts to occur the motor will rust and eventually seize, when rotating the wheel the motor cable should exit from the under side and the cable should form a driop loop so that mositure hangs on it and drops off instead of tracking inside the hub.

Yes often the case with quite a few bikes when the seller /vendor has little idea of them.
Ride it in the rain like that and it will rust inside in no time.

If still not working, one next has to take a look at the PAS set up it is the two piece PAS sensor and magnet disc set up seen in your pic ( The magnet disc can be seen between the chain wheel).
Turn the bike upside down and check sensor and disc gap is approx. 1mm 2mm or less and the magnet disc when rotated aligned with the sensor head. Check the disc for uneveness /warping or cracking.
The disc should be firmly fixed in place and should only rotate when the pedals turn, check it can't turn around it's axis by hand.
Check the sensor bracket hasn't been bent.

If no walk assist then one would expect something more terminal , so likely a controller issue or motor hall issue.
Fault finding is the only way forward.

The 5v rail can fail, It will need a meter to check voltages and access to the wiring via connectors to probe the wiring fro testing .
We can only know what connectors you have by showing us pic of the controller wiring.

One simple conntroller test one can carry out is without battery power and is a manual controller mosfet test.
Simply lift the motor wheel off the ground and rotate it by hand , does it free wheel or have serious resistance ?
If the former then all is ok , if the latter there is a short.
To confirm a short disconnect the motor connection at the controller or via the motor cable connector near the back wheel . If the wheel frees up then the controller is shorted and a mosfet has failed.

The only real way of knowing where the issue is , is by fault finding .
Willy nilly buying or swapping out parts works out not only expensive but also may not prove to be the correct option.
