This panic wasn't caused by e-scooter fire (video). I imagine worse panic with lungs filling up with toxic lithium-ion battery fire fumes. There appears to be more air isolation between carriages on trains, than on Tube trains and trams.

It would be an interesting conversation if a customer turns up at the Railway Station and objects to the ban;

"What do you mean, why can't I take my illegal eScooter on the train".

Every time I see that picture I wonder what the delicate bits of metal rising up at the rear of the platform are for.

Eventually I zoomed in and realised they are stripes on the guy's trousers!

They would have to ask permission to search or call the cops, neither are likely scenarios when you're hopping on to a train unless you're under the guards nose.

That needs four wheels and a box for a recumbent passenger, for the driver to sit recumbent on top of. Overall it'd be about the same height as a car, and the passenger would already be in a box to be buried in.
