You are right of course. Just look at the number of illegal users now, with precious little enforcement. That's why I used "if I were dictator"...
Agreed and its not just that there is litle enforcement, the breaking of the rules is often encouraged.

I’ve read all these points and got educated on some things, so not a total loss…

Jesus himself is never gonna convince me that 20mph going up the hill is time for a police record but doing that and half again on the way back down is ok isn’t “backwards”….

It isn't if you take the fast e-bike though single vehicle approval and register it etc.

The police record isn't for doing 20 mph, it's for breaking motor vehicle laws which still apply the moment you set off however slowly on the road.

Those are: Failing to obtain SVA, failing to register, fit a number plate and third party insure. Possibly riding unlicenced if you don't have a driving licence including one of the following:

Groups A1, A2, AM, A, P.

All applying to Jesus too, when he's not playing as a forward for Manchester City.

Firstly by major retailers like Halfords selling e-Scooters only mentioning in the small print that they are illegal to use pretty much anywhere.

Thanks, carelessness since I knew this, I'd seen him playing for them many times. Now corrected.

I blame my age and being a Southerner, since I come from a long era when Manchester's football was all about United with City almost nowhere. For many earlier years I didn't even know there was a Manchester City team!

Indeed so.

But they can be used legally on private land.

Thus our freedom loving anti regulation Governments can hide behind that and allow thier business friends to make money out of selling stuff they know well is being used illegally.

Its a mess really.

I bought a second hand Oxygen, where the previous owner. I suspect has changed the cut off, but I don't know for sure, and am unsure how.

So it was a legal pedelec bike when it was sold originally in 2011.

I rode it recently back from a nearby village on a gentle up hill gradient and by putting in plenty of enjoyable effort myself was travelling around 20 mph or slightly more up a gentle hill.

There was a police radar trap I could see ahead, and I shouted to the policeman as I passed, 20mph? to which he shouted yes, with a thumbs up and a grin!

Presumably my ignorance of what has been done to the bike would be no defense in law.

I would imagine that over half the ebikes out there have Chinese derived systems with speed restrictions that can be easily changed.

As has been commented on above, one of the most regular questions that pops up on this site, is how do I make my bike go quicker.

Humans. We specialise in hypocrisy and self denial.
