If that's the way you want to go, best to grind off the AKM code then. A quick Google of the AKM code will quickly show it to be 350W and you have some explaining to do.

I probably won't but a quick google of the AKM code brings up precisely nothing. I'd already tried that to identify the motor spec's.

Indeed so, but (being pedantic) it doesn't actually say that. It says 95RS. R350-3626.
I decypher that as 350w. 36 volt 26" wheel, but there is no W after the 350, so it's not immediately obvious to the average copper - it could just be a serial number.
I'm tempted to get a 250w. sticker off ebay, but not really sure if I want to deliberately devious.

There are better ones on Ebay. You're supposed to show the max speed and the name of the manufacturer. It's very easy to make your own the way I showed above. Cost is zero and you get one exactly right, and you get it quicker.

Thanks @saneagle, but I will probably leave it as it is. I would rather ride responsibly and take the risk if stopped that the marking is not too obvious, than put a dubious sticker on it however convincing it might be.
I tried to remove a small area of the markings earlier with acetone and cellulose thinners but it won't come off. I don't think it is engraved, but whatever it is it's well applied!

Everything you said makes sense. Some of us have been saying the same for years. You would think that the legislation and regulations would be have been done by professionals that understand simple principles, but in practice they seem to have been done by a bunch of rank amateurs - probably part-time students as a project. Wasn't there some consultation about it involving BEBA? Where's Wisper? They were invoved with that. what happened to BEBA? Instead of sorting out this mess, it seems that they're more interested in selling us lights and swimming pools:

Is that because those are what BEBA members buy most? Do they order swimming pools complete with lights, or add a pool once they've got some lighting? The mess seems to have been created to specifically discourage kit conversions; favour bike manufacturers.

Let it get dirty and leave it like that. Take a screenshot of the 250w front motor kit and keep that in your phone to show anyone that asks. I doubt that they'll know the difference between front and rear, but if they do, just say you got the rear version not that anybody would ever ask, but it's always good to have your story right if they do.

The idea of BEBA wasn't bad. The UK brands were just trying to make sure that they weren't knocked out by the cheapest uncontrolled crap on Ebay and Amazon. This was when the ebike market was very immature and Bosch bikes hadn't started. It's all been superceded now by EN15194, which most recognised brands comply with.

Confirmed as below by James Brown, International Vehicle Standards, Department for Transport:

"As part of the GB EAPC amending legislation, that will come into force on 6 April 2015, the requirement for the marking identification has been amended. Previously a plate showing the manufacturer, maximum continuous rated power output and voltage was necessary, from April 6 2015 the requirement will be that the manufacturer, maximum continuous rated output and maximum assisted cutoff speed shall be marked on the cycle."

This should be in the form of a plate or permanent label bearing all three items of information, mounted in a prominent easily read location on the bicycle.

For the manufacturer name on a conversion, I suggest you use the kit or motor manufacturer name.

You might, but I don't know of any conversion kits which are permanently marked with all the information required by the GB EAPC amending legislation, or any which arrive with stickers or decals from the manufacturer to be permanently attached to the bike, denoting such. The UK is such a small market, the Chinese simply can't be bothered to mark motor kits appropriately.

pc plod wont have a fkn clue what any of that means anyway and it has a dongle so not road legal anyway or how do i go 35mph+ with just me legs :p

tho after ten years i can sprint for 6 miles non stop no fkn road bike can beat me at 100rpm non stop with 3-500w from my legs and 800w+ from my bosch cx motor just need peter to sort out a shunt mod for the controller:p

I think actually it probably does. Some vehicle id numbers are inside the engine area, and needs at least to open the cover, and peer inside with a torch.

By accessible, it means as in not hidden inside something, where you need to unbolt something, like the inside of a sealed drive unit or motor. So its perfectly ok for said copper to get his knees dirty.

Take as the example the bikes frame number. Traditionally stamped on the BB shell. So to access that you need at the very least to be able to flip the bike upside down. It is accessible, but you need to do the above to read it.

A few points re BEBA,

The association was set up for several reasons. One of them, as has already been pointed out, was to give those buying bikes from a BEBA member confidence that members were aware and worked within EAPC rules, also we had spare parts and had the skills to fix any issues with the bikes.

Bosch became involved when they entered the market and attended meetings.

BAGB took over BEBA about 10 years ago.

We were involved with the DfT, along with BAGB and MCIA in making the rules.

The reason BEBA handed the mantle to BAGB was due to the amount of work involved in running the association, which as usual fell on the shoulders of a few members, namely Batribike, Wisper and Hero.

BEBA have never been sponsored or associated with any other business. The URL has obviously been acquired by some kind of marketing co, who have sold space to the Australian lighting and pool business.

So, back to kit labelling.
My Carrera is a 2014 bike with a kit bought in the same year. I have receipts for both so I guess I'm not that bothered about that one.
However, I'm about to convert a Velotechnic street machine which is a much more expensive base bike which would really hurt to get confiscated. Also, being a recumbent, it will automatically attract far more attention than the Carrera, so I need to show compliance here, at least to the 'That's really weird' interested gaze.
I will probably be buying the kit from topbikekit, probably the AKM128H.
I will have it set to 25kph.
So:
Who is the manufacturer of the end product? Me?
Should it have a frame label or just the motor one?
Is there anything in the legislation specifically pertaining to kits/conversions?

The akm128 label will say it is 500w or 800w (they do fall off) unless they have changed the marking to a laser etched one.

Though due to it's relative small size I doubt in any one will disagree with any 250w label placed on it.

Clearly not the case and not remotely like a frame number. I repeat from my earlier post, this is what the law says:

"the cycle be fitted with a plate securely fixed in a conspicuous and readily accessible position, visibly and durably marked". Other legislation, such as that for the old VED licence discs has always stressed the accessibility for ease of reading, and that is clearly the intention here.

And repeating again, it is the spirit of the law which counts, not the letter of the law, and the spirit of this law is entirely clear from the above wording.

They probably wouldn't turn up.

Back in 2010 there was government consultation about the pedelec laws with a view to amendment on things like power, throttles etc, running for 12 weeks inviting input from any interested party. Many in here enthusiastically said they would give input. Pedelecs.co.uk alone had around 10,000 members back then.

But in the end only 35 members of the public ever took part over the 3 months, and then not exactly enthusiastically:

Surely there are many times more kit converters now. 3 months isn't long enough to get the public's attention.

I've found 16mph don't seem that fast until you get a pedestrian coming round a blind corner or another bike coming towards you. Nobody seems to travel on one side or the other! Some switch sides of path for no reason! Definitely something I think about now I'm riding everyday day. Dogs running around when on a cycle path or people with headphones on are another hazarded. Something I'm going to look up this weekend to see what advice I can find for the safety side of riding a bike/ebike. I avoid these massive traffic lights we have now and the road as much as I can. It's all too busy. Some cycle paths in our city end with a death trap area I've noticed. I have to stop and think about best route, either riding on foot path or risk the road with heavy traffic.

I slow right down to pass people and most say thanks. Others make comment like "we see you" or wave me past as if I'm being over careful and going too slow. Guess I can't win. Just play my own game and ride how I feel safe

So you've noticed! I`v given up riding a shared river path because of this. I kept to one side of the path, but some times when meeting walkers for some strange reason they'd cross over so that we`re on a collision course! So I had to cross to the other side to avoid them !?* Dogs, and people with headphones Pahh !!
