e-bikes - service and repair in China?

In GETDD, petrol powered motorbikes are banned. There are however many E Bikes on the cycle paths and for sale in the many shops. Some of my Chinese colleagues are unsure and think that E Bikes are also illegal. Perhaps therefore, at the moment they are tolerated by the police.
