Oh dear, as Jack Oortwijn remarks, this could so easily trigger abuse.

Of course our future position in the UK is unclear at present with Brexit, though I expect us to continue to follow these EU regulations for a long time.

Does anyone have a copy of that version of the white paper? I don't want to jump through all the hoops just to get one again.

So does this mean if you have a mountain bike you can use a dongle on roads?
No. Type Approval is for manufacturers and only applies to their products.

Strictly speaking when one is modified it loses that status and becomes an individual vehicle, subject to IVA (Individual Vehicle Approval) which is carried out by the Vehicle Inspectorate at test centres.

They will probably test to see if it meets legal pedelec standards, and if not test it against the two moped standards, L1e-A or L1e-B.

But if I manufactured a mountain bike it could go above 15mph?
If you were a bona fide manufacturer, and your design was advertised and supplied as being intended for off-road use, it would appear so on the limited information so far.

I think it will mean it will be easier to register a emtb for road use.Not sure but I think you can register a off road motorcycle for road use without MSVA.Just form filling and prof/ dates of manufacture and a home inspection or maybe you go to the MSVA test centre for a part test.I don't think a trials /enduro motorcycle needs mirrors, stand, indicators front and back lights just a rear brake light and number plate holder and road legal knobbles.

I came across this video months ago explaining a similar thing. I did not post a link at the time as I did not want to be spreading false info but it seems the video could be correct.

A off road motorcycle does not need type approval to ride or race off road. Example in a organized race or on land with no public access and the land owners permission. But it does need to be registered etc to ride on the road.
