I may be wrong but I don't think so. I doubt anyone would do anything about it in a park unless someone reported their concerns though, and then you'd be asked to kindly take it and your hook away. It's not legal on pavements since only legal pedestrian controlled powered vehicles or 4 mph speed restricted mobility vehicles are allowed there.
