Isn't there a danger here that if a tiny group of people keeps pestering DfT officials over this throttle issue that it may backfire? I can imagine a hardening of attitude on their part to the point where they refuse to enter into any further dialogue, there being various forms of two-wheeled transport already, some of which are known to provide mobility for those registered disabled who cannot pedal a bicycle.

I agree but they are hardly being pestered....they have had ages to develop a type approval to suit Pedelecs. It just seems crazy that they have said throttles but only with type approval and yet we have no means to achieve type approval.
Sort of....you cant come in without a ticket...oh,how do I get a ticket?....you can buy them inside,hehe!!!!!

They are mopeds and as such need tax, insurance, helmet but more importantly they cannot be used as bicycles....on cycle tracks etc.
Why should a disabled person not have access to the same riding locations as an able bodied rider?

Then wouldn't that be a better bargaining starting point, a class that exists I mean? Asking for tax free for disabled users and for all users ability to use on cycle paths - they are limited to the same speed as pedelecs in the first place.

All e-bikes need to be insured and disabled people wear helmets anyway don't they?...

Here disabled people have access to places where bikes are forbidden - as an example the pedestrian street downstairs. OK so I am probably the only cyclist you will ever see pushing his bike on that street...

The Germans invented S-class which is for Germany and now Switzerland only,to suit themselves.....why cannot we have a T (for throttle) class to suit only the UK??????
They did it for Germany (Switzerland outside the EU did their own thing), but they sought and got EU approval at the time. They also later sought and got EU approval for the increase in S class permitted power from 250 Watts to 500 Watts, that last measure was delayed by several months after the planned implementation due to the EU dragging their heels.

That's why others have been able to adopt the S class, the Dutch and Belgians with some limitations and France joining them 1st January 2017.

We too could have the S class now, and by the same token could indeed ask the EU accept a T class. The only obstruction I've ever seen is the DfT's firm opposition to anything perceived as a performance increase, something they've stated very clearly in a number of ways on different occasions.

That's the two elements needed, National government agreement and EU agreement, both necessary to achieve such changes. The example of the S class shows that we will not get individual EU permission for a full throttle pedelec, since any change has to be permissible in all member countries wanting it at any time. That's an EU fundamental.

As full throttle permission on a pedelec would completely reverse the Type Approval law's requirement for pedelec exemption it won't happen. What could conceivably happen is EU permission for a separate T class, just as happened with the S class. Inevitably that would bring some special measures to distinguish it from the pedelecs.

So who are BEBA cajoling, you must have a department contact.
I was aware that to continue to supply 15mph throttles we had to achieve type approval.....do you know the mechanism to type approve a Pedelec?
Surely in all your meetings someone must have pointed out to the DfT that their is no classification to type approve a Pedelec? Are they intending to develop a classification to type approve these bikes?
All reasonable questions,do you agree?
KudosDave
Yep.
And we had the chance to vote them out in May.
