The guy in London got a way scot free in February on his 1kw bike, the lady died the day after she walked out in front of him. The video of the incident looked as if the bike rider didn't have a leg to stand on, he was cleared of unlawful killing by a jury.
Its good that you mentioned this for us all here, but one should still ride in a manner that believes that everyone else on the road is dangerous....on foot or on wheels....
What possibly saved him is that if I remember correctly, she stepped into the road without looking for bikes or motor bikes, possibly because e-bikes make very little noise. We all should get used to using a bell or similar, for pedestrians, especially old ones, close to the edge of the pavement!
Let us all not forget that we could easily be the injured ones....
I get a possibly bad impression from some here (not you!), apparently wanting/needing an unrestricted bike for general usage.
And the next accident is possibly only a bike ride away, for someone who is riding such an illegal bike....

My problem is when people talk of 'Off Road' or Forest Trails'
Where I live, the so called forest trails are in woods at the side of the road. The only ones with access are owned by the council.
They are used by families with young children.
The thought of some ruffian on an unrestricted bike hurtling along these paths is worrying particularly if my young grandchildren are walking there.
As I posted above, worried and annoyed persons are taking the law into their own hands.

I always smile to myself when someone posts about wanting to derestrict a bike for use off road. Wherever you ride your bike somebody has to own the ground you ride on, whether it's local authority or privately owned you would still need permission from the owner, bike insurance wont cover you if you're not supposed to be riding there. Of course there are places where you can go and let rip if you want to but bear in mind you'll have the rich guys passing you on the trails with their £10k bikes :)
