The Ezee Chopper would have been perfect for you as it was great for hills, but they they dont sell them in the UK anymore, only US now. It has more of a moped feel and i think you would have gotten 20 miles range out of it.
Wish i could suggest something suitable. Maybe a nano-brompton, but again the hub is on the front wheel
My advice would be to get a rear wheel motor as it gives a better bicycle experience but dont know of any bikes powerful enough for your needs and to be ridden as a moped type bike.
