Cyclotricity battery problem!

Hi there. i have a cyclotricity stealth 1000w bike, and seem to be having a problem with charging the thing! i've since recieved a new battery and new charger due to ongoing issues with the bike.

a 'full charge' is giving me less than a quarter of battery. upon plugging in the charger i get 2 red lights for which after an hour, one turns green to indicate 'charged' .. irrespective i've left it charging with no luck.. any advice please? thankyou.

ps. i know it to be a lithium ion battery.

You need to check the battery voltage right after you have charged, then post the result on here.
Whilst at it check the charger voltage with it plugged in to the mains.

It's dead simple. You get a voltmete and measure the charger's voltage at its jack plug, charge the battery, then measure the battery's voltage on its output terminals. Those two values will tell you what's wrong. Everything else is just a time-wasting guess.

i ride to work 7 miles. i can use only PAS set to 2 and it's pretty much out of juice the last quarter of a mile..
Mileage means nothing if the state of the batteries voltage isn't known.
