The trouble is you'd need one with a slalom pontoon, and I thought the whole idea of pontoons is that they go up and down with the water.

it could have a large fixed platform, the kind of place for fishing. I wonder where this lake/pond is.

another thing: The start and finish points are the same. When he starts, he goes off horizontally. If you stop the video just before he sinks. You can see to the bottom of the lake, and there's no structure within 10 feet of the landing stage from where he took off. I think you need a new theory. What about: He's suspended by a cord from a big crane that's outside the camera range; or he's wearing iron underpants and there's a big magnet holding him up; or better still, he got abducted by aliens, who wanted his seed. They were so grateful when they got it that they gave him an anti-gravity device as a present. Now he's using it to make a living by conning people into donating to his fake water-bike business.

It's not just me theorising. You are, in your original post:
I just noticed, the steering goes the wrong way. It needs one of those mechanisms that reverses the handlebar rotation to make it more natural - like on those bikes they have at shows that you can't ride.
However - whatever. Life's too short...
