The latest edition of the BBC Radio 4 "Law in Action" program has an interesting section on some cycling law by a specialist cycling lawyer, and a discussion on changes being sought.

The program on the link below is shown as being about the Human Rights act, but for the cycling part, jump to 21 minutes. It's available for at least the next 7 days and you will need the BBC i-player:

Very interesting program and i agree we should be like Europe when i take my motorhome over to Europe i must remember that all cycles have right of way over all other traffic and the police enforce that law to the letter. I also believe if we mow have to share sidewalks and cycle paths with pedestrians we should have insurance. Also cycle helmets should be law as well as bells and lights the law in Britain is very poor there should be better cycle lanes on the road as in Europe.

Seems to me that the arguments & situation put forward regarding the attitudes of motor vehicle drivers / pedestrians / cyclists towards each other haven't really changed in a decade or two.

I bet you could play that last 8 minutes of the audio clip in 10 years time and it would sound like it was made the day before.

I think it's going to be very difficult to get any laws changed regarding cyclists, even with the EU laws situation.

Also cycle helmets should be law

and lights
I think you'll find they already are.

Section 60 of the highway code:-

At night your cycle MUST have white front and red rear lights lit.
Section 59 deals with wearing a cycle helmet:-

Clothing. You should wear
a cycle helmet which conforms to current regulations, is the correct size and securely fastened
appropriate clothes for cycling. Avoid clothes which may get tangled in the chain, or in a wheel or may obscure your lights
light-coloured or fluorescent clothing which helps other road users to see you in daylight and poor light
reflective clothing and/or accessories (belt, arm or ankle bands) in the dark
However "should" statements in the highway code are advisory and you cannot be prosecuted for not following them. "MUST" statements are mandatory.
