The mood of governments everywhere is the same, somewhat anti-car and very pro-bicycle.

That is the professed mood. It's a shame that almost all their actions (e.g. lots more money for big roads, reduced local planning controls) are contrary to this.

With 40 million drivers and only a fraction of that tax paying number cycling, they have no option but to bias to the former.

That doesn't really matter in this respect though. What matters is that they refuse to do anything against cycling, such as enforcing helmets wearing or taxing bicycle use. Government may not be our best friend, but they are certainly not our enemy.
