With 40 million drivers and only a fraction of that tax paying number cycling, they have no option but to bias to the former.
That doesn't really matter in this respect though. What matters is that they refuse to do anything against cycling, such as enforcing helmets wearing or taxing bicycle use. Government may not be our best friend, but they are certainly not our enemy.
