Our council is doing their bit to help cyclists, but this new cycle lane appears to encourage us to by pass the lights! Are we supposed to ride up the ramp, mow down any pedestrians crossing the road and then merrily continue on our way leaving cars stopped at the lights?

You forgot about ploughing into the back of the parked cars/bus when rejoining the carriage way.

This is what happens when non-cyclists design cycling amenities.

Like the two wheel grabbing stanks just before the ramps,is that a picture of the last bikes wheels on the road

Maybe those metal barriers each side of the crossing are dual purpose, bike stands as well with the ramp to access them.
