Don't assume that the bike is made in Germany because the manufacturer is based in Germany, the USA based Marin manufactures its bikes in Taiwan, Schwinn manufactures in Taiwan, UK based Wisper manufactures in China etc. I think it's highly likely that this is made in China.

The 45 km range seems rather optimistic from what is a rather small battery, and although the battery is small the quoted battery weight of 2kg is impossibly light for NiMh, and if the battery is the lightest NiMh on the market why is the bike one of the heaviest?

The bike is a nice looker and may well be OK but without reviews or recomendations is a risk. There are established products from well known suppliers at that price that are probably a safer buy.

It would also appear that by bidding you are agreeing to pay unspecified carriage charges, not a contract I would be willing to enter into.

I largely side with the opinions expressed, adding that it looks like a step back in time, only the NiMh battery differing from the SLA in the photo below of Giant's first electric attempt from the 1990s. I also recognise some Chinese components and design details on it:
