Yes, that's a cheap way to get an e-bike. I have just a couple of reservations that would need sorting out with the seller:
Firstly, it doesn't have a display/control panel, so that would normally mean full power whenever you pedal, but I can't see a pedal sensor either, so maybe it's throttle only.
Secondly, that pod that houses the controller looks pretty tightly stuffed in. What happens when the suspension is compressed? The same with the wires that are strapped to the spring. The spring will be moving all the time, so will it rub through the wires?
The seller has a whole range of cheap ebikes.
