Not commonly known, but over a quarter of US States have long required some form of driving licence to ride an e-bike on roads. And e-bikes are banned from almost all state federal highways. New York State only allows them on roads with 30mph speed limits.

 

So California aren't doing anything particularly new.

    they will put pre payment meters on ppls toilets next, pay as you go :p and if you live in a ulez zone it will cost you even more esp if ur fat £12 excess waight limit charge :D
