I'm currently looking at a hard tail bulls bike but it just goes over 17mph is this still legal (newbie) thanks

no not that it matters you can get dongles for them that remove the speed limit just are 100 quid.

15mph + 10% leeway. Just shy of 17 is therefore legal. But who the hell is going to know if it's 16.5 or 17.5.

It will go a lot faster than 17 MPH, down hill and under your own pedal power on the flat.

It's only the motor assistance that will fade at that speed.

It is a tolerance in EN15194 which is 10% for manufactured bikes and 5% for others (kits). I guess the manufacturers asked for that tolerance so they wouldn't have to spend a fortune testing and tuning each and every bike that comes off the assembly line.

Remember it can go both ways -10% as well as +10%...

Maximum speed for which the electric motor gives assistance
4.2.6.1
Requirements
The maximum speed for which the electric motor gives assistance may differ by ± 5% of the speed indicated on the label described within Clause 5 when determined according to the test method described in 4.2.6.2, from 25 km/h or lower values as specified by the manufacturer.
During a production conformity check, the maximum speed may differ by ± 10% from the above-mentioned determined value.

Of course when I have the time I will print a label with Max speed 25 kph etc and stick it on the bike...
