Does anyone think that Bosch are reconditioning the returned motors and selling them on as new with new external cases.

Most "new parts on a car are reconditioned. When I put an alternator on my wife's Honda they insisted on having the old one back.

Tenuous at the very least.

If a motor is 'purchased' as you state, what right do Bosch have to demand the old motor back first? Surely once you've purchased it, it's yours to do as you wish.
... Exactly the same as your right to purchase, both you and Bosch are free agents and they can set the terms . But think it through logically, a Bosch motor is only suited to a bike frame designed to take it. Bosch would not be happy with botched rebuilt motors bearing their logo. Under the WEE directive , by taking the defective motors, they may remanufacture, as Xerox did with commercial printers or dispose of the residue in a responsible manner. This is green business.

Xerox two decades ago had a business model whereby they stripped down all returned printers, .. this would for example have included paint removal on panels, and them rebuilt them. Any defective parts or parts subject to wear and fatigue e.g springs, cogs , bearings would be discarded but other items including motor coils, printed circuit boards , shafts would be inspected with the same kit as new product and introduced into the production cycle.
So my answer is why not.
If they are licencees of software from a third party, then they can avail of rebates for any items not sold on. Once a motor has been received by them, that rebate would be applicable.
