Bikes sold without pedals. Is the illegal?

Just been reading about the law regarding bicycle lights and it seems that as well as a front and back light, a cycle must have red rear and orange pedal reflectors and as some bikes are now sold without pedals and hence without the legally required orange reflectors are the sort of.. not legal at night?

Add to the list a white front reflector and orange wheel reflectors (or white, or reflective tyres depending on country law) and a bell.

You are supposed to buy the pedals at the same time as an "extra". Big box stores and LBS here usually mount standard cheap pedals. If you want special/better pedals they are extra. A more honest way of doing business IMHO.

Although apparently a good idea, pedal reflectors are often covered by the riders shoes so do not work.

Good idea or no it's a legal requirement.. Apparently.. But spoke and front reflectors are not.. Apparently..
The police wont bother, but in an accident it could be considered contributory negligence..
My last 4 bikes didn't come with pedals, but the two before from Halfords did.. Isn't really an issue till you decide to sell it on as a private buyer will want some pedals..

No. Like most bike construction law, it's not illegal to sell unfit for purpose, the liability only rests with the user when on the road.

Top end bikes never come with pedals ,there is too much choice & personal preference. Young lad here is awaiting delivery of his Pinarello Bolide , Shoes & pedals will add about £1k .

My Boardman, which could be considered a halfords high end bike, came with pedals but they were silly things with toe straps and we're unusable.
