Maybe a bit of toe in on the blocks would help if not done already.

'Toe in'?
Rather than set the brake blocks parallel to the rim, you set them so that the front of the block touches the rim first, and then as you increase pressure, the whole block comes into contact to increase braking resistance.

or you just stick your toe in the wheel. It stops it instantly with no juddering.
