It's an Elecbike. it's written on it!

It's a standard factory Chinese bike imported into france and badged as whatever the reseller wants. In this case, I think it was Velo de Ville that imported it. One thing I notice is that it appears to have an optical pedal sensor, which will mean an over-length crank spindle. The controller will be terrible by today's standard, so you could replace that with a modern one as long as the motor is three phase brushless.

You won't find any spare parts (electrical) for it, but it should be easy enough to adapt. It just depends how much money you want to spend on it. Do you have a working battery?

No I have 1 to see if it works but I was looking for a manual on it to find the Wiring diagram on it

I was just wondering if there should be a on off switch and throttle control as there is nothing at all to switch on or off

French bikes don't normally have a throttle, but the controller probably has a connector for one. The switch would probably be the battery on/off key-switch.

Show us a picture of all the wires and connectors on the controller, so that I can explain them to you. Your photos don't show what's on the left side handlebar. there are three cables coming from it: brake cable, brake switch cable and something else, possibly that thing that's dangling down. What is it?

Must be at least 25 years old? Reminds me of the first electric bikes I saw, in a shop in Buxton I think!
