Hi is it possible to use bbs hd1000 watt motor on the road legally could I fit some sort of switch to tune it down

No, BBS is illegal end of and is marked so.
You can tone down the current but it still is a 1kw motor.
It requires registering as in #2, one heck o a process to try and get thru if you can find a testing station. By the time you finished it will be cheaper to buy a put put.
