I have a downtube battery which has a usb inlet on do these sockets supposed to work i have tried to charge my phone from it but nothing happens.

Some do, some don't. Not all pack builders hook them up.

Also some packs have an on/off switch, is yours on?

The switch is on must not be hooked up
