This subject crossed my mind, when looking at the ODK cargo bike from Juiced Bikes. If it came to the UK, the motor would be illegal, as I understand it, yet it is a vital part of the machine's purpose. Providing the speed limits were complied with, surely this would be a very useful machine. If the law insisted on all lorries having 1500cc engines, they would not be much use. Agricultural tractors have large engines and low speeds. Let us hope that they see sense, and we end up with some practical electrical bikes.

That was April 2012, but all the indications since then are negative regarding extra power. The European Parliament's move to increase it has been dropped by them since the Commission were opposed to it, so it's highly likely that unregistered pedelec power will remain limited to 250 watts.

Luckily, the EN15194 standard allows motors of much higher power than 250w, so we get bikes like the BH Emotion Neos, Kudos Tornado and Arriba, Ezee bikes, all the Bosch, Kalkhoff and 36v Panasonics. They all give substantially more than 250w, and most are certified, so nothing to worry about.
