Are motor cut-off brakes legally required?

That's too many levels. Three should be enough plus one for zero assist.
When my controller's amp limit was set to 15A, I only ever used level 9 (100% of 15A with 100% keep current), and level 1 (1A) to overcome motor drag a bit, on those very rare occasions when my 19.2Ah battery was running very low. Plus 0% for level 0 would have done: just 3 levels required. These days I do the same, I stick to 15A (new level 6) except when I'm being chased by you and your very strange gremlin mates uphill after pub closing time... which is when I unleash the full fury of 18 Amperes... (the extra 3A probably gaining me about 5 extra uphill feet ahead of gremlin feet giving chase, but not enough power to outrun your mate's car).

Tsdz2 doesn't need them , all my bikes that have used KT controllers again need no brake sensors. The only likely scenarion for them is if the need for throttle is fitted.
I completely agree, I see no value on fitting brake sensors on my TSDZ2 bike. Blue gear is showing no noticeable sign of wear after 1000 miles.
