Another question about throttles (EU version)

I have done a search on threads about throttles, and there are many of them.

But I have not been able to give an answer to the following question: are throttles legal in the EU, if the throttle only acts if the rider is pedaling?

In practice, no electric bicycle I know of, in the EU, has a throttle (I know the situation is slightly different in the UK, but my question is about the EU).

But I think that a throttle that only acts when the rider is pedaling is identical to a PAS (with the only difference a PAS has only say 5 levels, and the throttle has a continuum of them).

Are there electric bicycles sold in the EU with a throttle only working if the rider is pedaling? Or are they really forbidden?

I dunno, but many of the folk over on pedelec.de forums are happy to converse in english, I landed there looking for f/w advice and learnt about KT controllers and his place..

Yes. EU bikes have already been like that.
