Am I being ripped off?

Those are everywhere in North Wales, proper hills... When I moved away, I was puzzled by my new neighbours referring to slight inclines as "Hills", and now I do the same.

But isn't the declared steepness the Sine of the angle rather than the Tangent?
Thus 1 in 1 would be vertical and a 45 degree hill would be 1 in 1.14
