Yes, legal under EU rules since there have also been some compressed air powered cars running on the road in France that more than one company has long been promoting. They have zero road tax too as ultra low emission vehicles.

Peugeot's is a hybrid, but the first company promoting this had a pure pre-compressed tank city car.

It has only one brake!
And the exemption to be classed as a bike is only for electric bikes not any other type of engine.
So it would need to reach moped MOT standards as a minimum.

Agreed, I wasn't implying that it was a bike, just that it can be road legal. However, the new class L1e-A requires nothing like the old (now L1e-B) moped class conditions so is much easier to gain approval for.

Going back to the original article, I think it likely that range would be the big problem. Air cars in France use very high pressure in the tank, 2,000 PSI or higher. A tank that will hold that sort of pressure will be heavy, expensive, and only rechargeable using an expensive multi stage compressor. I would be surprised if the machine shown has a range of more than 5 miles max.
