Will a 250w controller @16a happily run a 500w CST motor ?
with either 44v lipo or 36v 10aH bottle battery ?

Yes, but seems a bit of a waste of a decent motor.

quite sensible configuration though, one that protects the battery, gets my vote.

Funny, because I'm just about to do a similar thing, although with a 500W BPM, s9 controller and 10ah batt.

My logic was that the BPM was only a bit more expensive in 500w version, but then I will have the option to run it harder in future if needed.

I have a CST and ku63 controller using 44v of lipo. I've done 1500 miles on it. 15a is all it wants at full speed, so that is not limited. The CST would accept more than 15a at lower speeds though (sub 25mph).
It walks away from my 36v 250w unlocked bafang, at any speed. A combination that can conceivably overheat. I chose it as a starter bike, because I knew it would be flexible. Only now am I lifting the limit to 21a. Really to get a sine wave controller and better display.
