Have you considered a moped? I accept they're heavier and more expensive to buy and run, but upon reading your needs it may be the better long term choice. Using throttle only will drain an ebike battery very quickly and you may well find its inadequate for hills. No matter what's said throttle...

Very often, when buying a bike, the heart rules head.
For me service and back up are crucial. No good having the state of the art bike off the road waiting for parts etc.
Wisper service is second to none. And if the bike is off the road for a period they will sort out a loaner.

Any vehicle is allowed to be used in the UK as long as its registered and plated in the home country. It also has to be insured in the home country and have a minimum of RTA cover in the UK. It has to has passed any MOT or same such requirements that the home country would insist upon if used...

Not overly impressed with his bike shop. They're the ones who've made a fair profit and I'd expect them to fix it if there's no evidence accidental damage. Surely it's not a massive cost ??
Has she tried a hub motor? If her riding is on roads that maybe an option to consider. If so I'd add the Wisper Torque to your list of possible bikes. It get great reviews and has a back up second to none.
Why do so many Gtech bikes appear on eBay.......... without batteries.
Are they all returns after 14 day trial? If so why no battery?
When I've asked sellers all I get as a reply is a curt ....you can buy a battery from Gtech.
It does have a throttle that can be used if your turning the pedals. That's a legal requirement. But I think it can be changed to work without the pedals. If you know how.
