I agree. In this case, where the risks of persecution may outweigh the benefits of detention, the police should have stepped back and applied other methods to identify them and apprehend them in a safer situation.

I didn't mean to discredit the entire police force with my comment and claim that they are all bad. As other users have said before, their statement is not credible because it is at odds with the facts. Apparently, they just want to protect their employees from punishment and at the same time...
