What does tentative spec mean when it comes to batteries?

The spec sheet of the Samsung 30Q battery has a tentative spec column and a typical spec column (page 3 of pdf)

What's does the tentative one mean, and which one should I be looking at for true figures?

So if that's the case, the actual spec of the battery looks like it exceeds the original design spec.

Am I correct in thinking that the closer to zero internal resistance a battery has, the better?

That's right., the lower the better.

I guess that their testing programme wasn't quite finished when they published that sheet, so the spec was sort of unconfirmed. The tests would be done in conditions that are specified in the test procedure, but those conditions might not be typical of those in actual use. I wouldn't take to much notice of an internal resistance value because it changes a lot in normal conditions; however, you can compare different cells using the actual spec sheets because the conditions for them are fixed.

Whilst on the subject of batteries. When a manufacturer quotes a maximum life cycle of a battery, is that usually to a point of failing to charge or discharge, or a certain point of degradation in performance?
